The budgetary allocation in the country or any state, including Kerala, should focus on three priority areas to take the society forward.
Improving primary education
Improving primary health care
Improving agricultural practices.
All three need elaborate discussion among people who had chances to study the problems and therefore have developed vision for the people.
The concerned authorities should learn the concerns of stake holders too before prioritising the allocation of funds.
For example- Improved primary health care, no doubt needs good infrastructure, which Kerala has already made.
But even Kerala does not have enough competent, confident and trained family doctors to provide good quality primary care.
